Perth City Hall
The Council has decided to pursue demolition of Perth City Hall
following consideration of a report on the outcomes of the recent
consultation and an appraisal of the costs and benefits on future
uses of the building by independent commercial property specialists
Locum Consulting and Colliers CRE.
What options did the Council consider?
The Council considered all of the options that had previously
been identified namely:
- To re-use City Hall for another purpose
- To completely demolish City Hall to create a large new public
space
- To partially demolish City Hall to create a new small public
space and keep part of the building
- To completely demolish City Hall and then create a new building
on the site
- To do nothing, and leave City Hall as it is until the economic
climate improves.
Why did the Council decide to pursue demolition and creation of
a civic square/public space?
The Council decided to pursue demolition and creation of a civic
square/public space because this was the option most supported by
the public and local businesses but more importantly
because an independent appraisal concluded it could
deliver significant benefits to economic growth and the wider
community.
Recommendations
The
report [PDF: 1.33Mb] recommended that the Council pursue
demolition and the creation of a civic square/public space as:
- this was the option most supported by the public and local
businesses, and
- more importantly, because the Green Book type Appraisal (which
was carried out by Locum Consulting and Colliers CRE) concluded
that this option could deliver significant benefits to economic
growth and the wider community.

What happens next?
The Council has agreed to develop the detail of the proposed
civic square/public space following further consultation with those
in the immediate area, market operators and event organisers and
Historic Scotland prior to full consideration through the planning
process initially by the Council but eventually by Historic
Scotland and Scottish Ministers. The public and any interested
parties will be able to comment on detailed proposals at that time
and their views will be taken account of as part of the planning
process.
