Anti-Social Behaviour

What is Anti Social Behaviour?

Anti Social Behaviour is not a crime but it is closely associated with criminal activities. It is any behaviour which negatively affects your quality of life or causes (or is likely to cause) alarm or distress.

The Anti Social Behaviour etc (Scotland) Act 2004 defines it as:

"Acting in a manner that causes or is likely to cause distress", or "pursuing a course of conduct that causes or is likely to cause alarm or distress to at least one person not of the same household".

The definition also states: that the "conduct" includes speech and must occur on at least two occasions.

Effect of Anti Social Behaviour

Ant Social Behaviour can affect everyone in the society. It often depends on individual's perception. It can happen anywhere at any time and is not restricted to housing estates or areas known as "deprived". If we leave it untackled it can result in a poorer standard of living, destroy the spirit and pride of our communities and make people feel neglected and powerless. In long term it can lead to degradation of some areas.

Long term anti social conduct

Anti Social Behaviour is often persistent and long term. Then it has the greatest impact on our lives. The area where you live can begin to show signs of degradation and neglect and people begin to look for other accommodation. Businesses may begin to close down resulting in financial implications for the area. Where Anti Social Behaviour is a common issue there is a likelihood of an increase in crime.

Anti Social Behaviour Strategy

In 2005, in response to the Scottish Government legislation, Perth and Kinross Council in partnership with the Tayside Police and other agencies published The Antisocial Behaviour Strategy. It explains how we want to deal with the issue. This strategy is reviewed annually and amended if necessary.
