Single Outcome Agreement Review
Background
In May 2009, the Perth and Kinross Community Planning
Partnership (CPP) agreed the
Perth & Kinross Community Planning Partnership Single Outcome
Agreement (SOA) 2009-2011 [pdf: 557kb]. The SOA for
Perth and Kinross identifies the improved outcomes for service
users and communities that the Community Planning Partnership aims
to achieve. During May 2009 the Council agreed the
Perth & Kinross Council Corporate Plan 2009-2012 [pdf:
1.2mb]. The Council supports delivery of the Single
Outcome Agreement through the commitments it has made in the
Corporate Plan.
As part of the process of continual evaluation of the CPP and
Council's readiness for the future, it is important to review the
constituent parts of the Strategic Planning Framework to ensure
these retain capacity to deliver the local outcome priorities for
Perth and Kinross.
The Review
The SOA and Corporate Plan require to be reviewed during
2012 and a new Community Planning Partnership Strategic Plan will
be developed in order to continue to respond to evolving local
needs, national policy and the public sector financial
landscape.
All public services face unprecedented financial constraints
over the coming years. During this period these organisations
are expected to continue to make progress in delivering performance
improvement. To achieve this, radical change will be required
both within organisations and across the CPP. The local
approach to public sector reform will be reflected in the
revised Strategic Plan.
Strategic Environmental Assessment
Strategic Environmental Assessment (SEA) is a key process that
contributes towards sustainable development. As Perth &
Kinross Council considers that the CPP Strategic Plan has the
potential to result in significant environmental effects, a
Strategic Environmental Assessment is required.
Perth & Kinross Council has prepared a
screening report [pdf: 1.9mb] and
scoping report [pdf: 789kb] for Perth & Kinross
Community Planning Partnership Strategic Plan (2012 - 2015) in
accordance with Section 15 of the Environmental Assessment
(Scotland) Act 2005. Under section 5(4) of the Act, plans,
programmes and strategies with the potential to have significant
environmental effects are to be subject to environmental assessment
prior to adoption.
The reports were submitted to the Consultation Authorities
(Scottish Natural Heritage, Scottish Environment Protection Agency
and Historic Scotland) on 22 December 2011. Public
consultation on the
scoping report [pdf: 789kb] took place from 22 December
2011 to 26 January 2012.
What happens now?
Perth & Kinross Council is taking into account the
consultation responses to the Scoping Report and is now preparing
the Draft Strategic Plan and Environmental Report. These will
be published together for further consultation in spring 2012.
