Education & Children's Services

Perth & Kinross Council promotes learning for everyone and works to keep our vulnerable residents safe and protected. Education and Children's Services are key to both these priorities.

The priorities for Education & Children's Services are: Raising achievement for all; Supporting vulnerable children and families; Improving the quality of life for individuals and communities; and Enabling the delivery of high quality public services We are committed through our Statement of Intent [pdf 352KB] and Policy Framework to provide lifelong learning opportunities for all our residents, from toddlers to school children to adult learners and communities.

We provide education and learning opportunities for toddlers, school children, and adults, whilst providing care and support for children and families in need. We also provide cultural services such as arts, museum and library services. Many more of our functions and services are listed below.

Responsible for: Leading Strategic Planning and Review within the Service Supporting the Executive Director in leading and prioritising Service Objectives and Policies Co-ordinating the day to day management of the Service Performance and Risk Management Contracts, Services and Financial Management Investment in Learning Programme
Head of Children & Families' Services	Alison Irvine
Responsible for: Protection of children from abuse and neglect Services for children 'looked after' by the Authority Services to children affected by disability or health problems Community support for identified families Family Centre services Youth Justice Service
Heads of Education Services	Sheena Devlin - (Early Years and Primary) Peter McAvoy - (Secondary and Inclusion)
Responsible for: Pre5 and early years education Primary and secondary education Services to children with complex and multiple needs both in mainstream and special education Raising achievement [pdf 744KB] Psychological services to support young people Support for parental involvement in schools Organisational and Staff Development
Head of Cultural and Community Services	Heather Stuart
Responsible for: Cultural Services - museums and galleries, libraries, archives and learning centres, arts development, instrumental tuition in schools Community Services - community learning & development, youth work, adult learning, community capacity building, integrated working and childcare. Sports Development and Active Schools Community Engagement - community engagement across the Council Client Monitoring - client monitoring of Live Active, Horsecross and Pitlochry Festival Theatre
Head of Corporate Business Change and Information Technology (IT)	Tina Yule
Responsible for: ECS Business and Operational Support ECS Resource Management Community Planning Corporate Strategic Planning and Improvement Framework Corporate Customer Focus Corporate Learning and Organisational Development Corporate Change IT Strategy, Advice and Guidance IT Service Desk and Operations IT Applications Software Development, Support and Maintenance
