Maximising Resources

Success
in delivering outcomes on service priorities is dependent on the
resources which are allocated being used to maximum effect.
Underpinning this policy is recognition that
flexible approaches to resource allocation will be
required to ensure that Service priorities are met in a meaningful
way.
Efficiencies should always be considered in any
resource management activity, and the
value added
through effective and appropriate use of resources in meeting
priorities should be of high concern.
Education & Children's Services will engage in a process of
policy-led budgeting which will ensure that decisions are needs-led
and not resource driven.
For the purposes of this policy statement,
resources are defined as:
- Physical Resources - the establishments,
vehicles, materials and other assets which are used to facilitate
service delivery
- Human Resources - this refers not only to
employees, but to the individual and collective capacity, skill and
knowledge of the people within this Service, in communities and our
partners in service delivery
- Financial Resources - all the financial
resources available to support service delivery, including core
budgets, grants, income generating activity, partnership,
sponsorship and service level agreements
ICT and Information Management as resources, are reflected in
the key policy outcomes for the above resource areas.

Maximising Resources throughout our Service.
