Staff development is important to enable individuals to carry out
duties effectively and prepare for change. Effective staff
development can also release creativity and enable individuals to
realise their potential. Without appropriate staff
development opportunities, the Service will not be properly
equipped to meet the improvement objectives set out in the Business
