Benchmarking
As part of our commitment to continuous improvement, Perth and
Kinross Council is a member of various
benchmarking groups [pdf - 24kb]. One of the
widest-ranging groups is the ABC Benchmarking
Partnership.
Formed in 1997 in response to the emerging challenges of Best
Value, the ABC Benchmarking Partnership provides a structure for
conducting and encouraging benchmarking. It aims to encourage
good practice in benchmarking, and participates in all aspects of
Best Value development and debate.
The group work together to improve services by sharing and
comparing data, processes and innovative solutions to common
problems. Each participating authority's experience and
background can be pooled for the benefit of all. We
believe that sharing experiences and identifying and adopting
examples of best practice is fundamental to our delivery of Best
Value principles.
The membership comprises of a cross section of like-minded
authorities who are willing to co-operate in a learning

The ABC Benchmarking Partnership have developed a
Benchmarking for Improvement Toolkit in response to research
findings which revealed that lack of adequate training is one of
the biggest barriers to benchmarking.
The
toolkit provides a set of resources for people interested in
learning more, or supporting others to learn more, about
benchmarking. The
toolkit includes publicly accessible reading material including
references to additional resources and further support and
information. It also includes full support materials for
trainers at Scottish local authorities to facilitate or organise
in-house learning and development events.
The
toolkit was developed with financial assistance from the
Improvement Service's SMART Fund.
