Council works with landlords to improve housing standards

Perth & Kinross Council is to launch a new initiative aimed at promoting excellent standards in the local private rented housing sector.
The Perth and Kinross Landlord Accreditation Scheme (PAKLAS) sets out a code of standards for local landlords to comply with, ensuring that the quality of properties is high and that the management of lets is good.
The scheme, which has been developed in consultation with landlords and letting agents through the local Landlords’ Forum, will benefit both landlords and their tenants.
Landlords can achieve PAKLAS accreditation by agreeing to the code of standards, which comprises of legal requirements and good practice guidance to cover both property conditions and tenancy management.
Housing and Health Convener, Councillor Peter Barrett, said: “The Scottish Government is promoting accreditation schemes as an effective means of improving the private rented sector. Whilst most landlords do provide good quality accommodation, there remain concentrations of poor housing in the private rented sector.
“PAKLAS will provide recognition to landlords and letting agents who take a responsible approach to letting their properties. Accredited landlords will receive public recognition as conscientious, professional operators and tenants or prospective tenants will be able to make informed choices about private rented housing based on an assurance of quality.
Vice-Convener, Councillor Alasdair Wylie, added: "I would like to thank local landlords and agents for working with us to shape this scheme. This is a good example of innovative partnership working that can make a real difference to private tenants and their landlords."
Any private landlords or letting agents who let property in the Perth and Kinross area can apply to join the scheme. Members of the scheme have to agree to abide by the PAKLAS Code of Standards and entry to the scheme will be by a combination of self-certification and random checking.
