Single Outcome Agreement approved by CPP

Perth & Kinross Community Planning Partnership (CPP) has approved its first Single Outcome Agreement (SOA) for submission to the Scottish Government.

The SOA is a result of a concordat signed between Cosla and the Scottish Government which has introduced a new system for funding allocation. It reduces ‘ring-fencing’ arrangements that limit how funding is spent, and allows the CPP greater flexibility to achieve its objectives for local communities.

The SOA translates local and national priorities and targets into an agreed plan for delivery in Perth and Kinross.

It reflects the most important priorities for the people and communities of Perth and Kinross, and covers the public services delivered in Perth and Kinross by Perth & Kinross Council, NHS Tayside, Tayside Police, Tayside Fire and Rescue, Scottish Enterprise Tayside, Perth College and other partners. The SOA reflects the strong ethos of partnership working across organisations and community planning in Perth and Kinross to deliver the best outcomes and services possible to local people.

Overarching priorities for the area include:

• Increasing the provision of affordable housing
•  Raising the attainment and achievement to ensure that all young people get the best possible start in life
• Tackling environmental challenges such as waste reduction
•  The development of new and existing businesses and increasing the number of quality jobs in the area.
• Promoting the area internationally
• Promotion of increased sport and leisure activity
• Expanding an diversifying the cultural base of the area
•  Improving the health of the population and providing high quality care to the elderly disabled and vulnerable, therefore allowing them to lead fulfilling and independent lives
•  Maintaining the existing high levels of safety and low levels of crime, and targeting areas where problems arise
• Achieving city status for Perth by 2012

Councillor Ian Miller, Chair of the Community Planning Partnership, said: “This document underlines our continued commitment as a CPP to work together to ensure that our key policy priorities are delivered for the good of everyone in Perth and Kinross.

“I believe that we can only achieve our ambitious targets through a partnerhsip approach. As Chair of the Community Planning Partnership, I aim to ensure this is exactly what happens.”

Tayside Police Chief Superintendent Matt Hamilton, added: "The SOA provides a real focus and direction for all of the agencies involved in delivering services to the communities in Perth and Kinross. Along with our partners Tayside Police is determined to achieve the aims set out in the Agreement. The people of Perth and Kinross deserve nothing less.

"Collectively we can achieve so much and we are ready for the challenge."

Peter Williamson, Director of Strategic Planning, NHS Tayside, said: "NHS Tayside sees the Agreement to be a very important way of getting a variety of organiastions in Perth & Kinross to work even more closely  together to improve servcies for people."

The SOA document will be submitted to the Scottish Government for further discussion on 31 March.
