Chief Executive's Service

Document Description
Business Breakfasts Since May 2007, the Chief Executive has met all managers across all Services on a regular basis via a series of business breakfasts. These have provided an opportunity for engagement in terms of the major strategic issues facing the Council. The fourth series of business breakfasts commenced in early 2011 and have engaged managers in more detailed discussions around the Council’s plans for transformation.
Business Management & Improvement Plans and Annual Performance Reports Each Service has a Joint Business Management and Improvement Plan and Annual Performance Report (BMIP) which sets out activities and targets for the Service for the next three years and reflects current priorities and key improvement actions.
Committee structure and remits There are a number of statutory committees that every council has, such as a standards committee, a planning committee and a licensing committee – we have 9 committees in total.
Community Plan The plan sets out the shared vision for Perth and Kinross and plans out how we will work with our partners to deliver against the shared priorities for the area.
Community Planning and Community Planning Partnership The Perth and Kinross Community Planning Partnership leads the community planning process for the area and is responsible for providing strategic direction, agreeing priorities and managing performance.
Corporate Improvement Plan 2009 – 2012 [PDF: 215Kb] This is a key strand in our improvement journey and supports the delivery of the Single Outcome Agreement and the Corporate Plan [PDF: 1.19Mb].
Corporate Plan 2009 – 2012 [PDF: 1.19Mb] This plan sets out how we are working to achieve our vision and includes a range of indicators to ensure that progress towards the aims and objectives identified can be measured.
Elected Member Development Programme Elected members undertake self-assessment against the Scottish Local Authority Remuneration Committee (SLARC) competency framework, taking into consideration their own unique combination of experience and life skills. Any areas identified as opportunities for further development were written into the individual’s Personal Development Plan. The collated information emanating from all of these meetings will inform the ongoing development programme offered to elected members.

How Good is Our Council? [PDF: 1Mb] We are committed to improving services, enhancing the quality of life and making the best use of public resources and are driven by an agenda of continuous improvement - seeking to modernise the way we work by. Self evaluation is a key to this overall approach and How Good is Our Council is designed to support self evaluation across the whole Council.
Revenue and Capital Budget Each year we must plan ahead and prepare budgets for the new financial year which starts on 1st April.
Securing the Future – Towards 2015 and Beyond [PDF: 519Kb] This report sets out our continuing strategy for securing the future, aiming to support the delivery of savings through delivery of revised service delivery models and ongoing improvement activities in the Council.
Senior Management Development Programme This is designed to provide managers with the range and level of skills and competencies appropriate for their role in managing and developing people as well as promoting a culture of continuous improvement.
Single Outcome Agreement The Perth and Kinross Single Outcome Agreement sets out the key outcomes and targets that the Community Planning Partnership is committed to achieving.

Strategic Health Partnership The Partnership provides strategic leadership and direction in relation to all health and wellbeing aspects of Community Planning in Perth and Kinross.
Strategic Leadership Forum The Forum provides an opportunity for political group leaders to discuss forthcoming issues with the Executive Officer Team (EOT) [pdf - 180kb].

Care Commission Inspection Reports - Inspections carried out March 2009 - July 2010 [PDF: 751Kb] Care Commissions findings on: Quality of Care & Support, Environment, Staffing, and Management and Leadership.
Learning Disability Best Value Review [PDF: 1Mb] The report updates on the completion of the review evidences the significant improvements that have been achieved in services for adults with Learning Disabilities and their carers’.
Re-Inspection of the Homeless Service by The Scottish Housing Regulator [PDF: 314Kb] The report recommends action on findings of the Scottish Housing Regulator’s re-inspection of the Homeless Service in June 2010.
Social Care and Social Work Improvement Scotland Inspections (SCSWIS) [pdf: 386kb] Social Care and Social Work Improvement Scotland (SCSWIS) is the new unified independent scrutiny and improvement body for care and children’s services. SCSWIS took over the work of the Care Commission in April 2011. This report advises Committee of the key findings of inspections carried out in Perth & Kinross between August 2010 and July 2011. During this period 11 inspections were carried out on 10 establishments across the four quality themes: Quality of Care and Support, Environment, Staffing and Management and Leadership.
Social Work Inspection Agency (SWIA) – Report on Prison Based Social Work Service [PDF: 627Kb] This report details the findings from the Social Work Inspection Agency (SWIA) inspection carried out at HMP Perth and HMP Open Estate.
Strategic Housing Investment Plan 2011– 2016 [PDF: 724Kb] This plan sets out affordable housing investment priorities over a five year period to achieve the outcomes set out in the Local Housing Strategy (LHS).
