Document Description
Development Control Committee The remit of the Committee is to exercise the development control functions of the Council as Planning Authority and as a Building Control Authority.
Enterprise and Infrastructure Committee The remit of the Committee is to exercise our functions in relation to countryside, structure and local planning, land use planning, economic development, European Union, twinning, street naming and tourism development.
Environment Committee The remit of the Committee is to exercise our functions in relation to the environment, environmental health, trading standards, waste, fleet management and recycling.

Document Description
Annual Sustainable Development Performance Review [pdf – 102mb] The Local Government in Scotland Act 2003 places a duty on all local authorities in Scotland to secure Best Value; discharging their duties in a way which contributes to the achievement of Sustainable Development.
Building Development – standards and guidelines Building Standards have a wide range of responsibilities that relate to almost all building and alteration works and their overriding purpose is to safeguard people in and around buildings and the conservation of fuel and energy.
Community Recycling We actively encourage community participation of waste related projects and have several ongoing community projects in the area.
Development Management Performance Review [pdf – 366kb] This report is the first review of performance of the Planning Service and covers the six month period 1 April 2010 – 30 September 2010.
Development Plan This plan made up of the Structure Plan and the Local Plans which show how much development may take place, where it will take place and where it is unlikely to be allowed.
Fair Trading Our Trading Standards service enforces many pieces of legislation relating to Fair Trading including car clocking, package holidays/timeshare, pricing, consumer credit/loan sharks, product counterfeiting and mis-descriptions of goods and services.
Local Plans These contain detailed guidance on where we will encourage development and where it is unlikely to be allowed. They are an essential point of reference for anyone who wants to build in Perth and Kinross or to know what could be built in your local area and each plan provides a statement of the planning policies and proposals for that area.
Regulations To Deliver Zero Waste: A Consultation on the Proposed Zero Waste (Scotland) Regulations 2011 [pdf – 339kb] This consultation paper contains a package of regulatory measures initiating a step change in how waste will be managed in Scotland, provides background context to the regulations and set out our response to the consultation.
Review of Kerbside Waste and Recycling Collection Arrangements [pdf – 504kb] In an attempt to provide equity of service, a review of all kerbside waste and recycling services was deemed necessary. The review proposes changes to mixed food and garden waste, general waste and dry mixed recyclate collections.
Scotland's Zero Waste Plan [pdf – 510kb] The Scottish Government published this to provide a framework for investment over the next ten years and to set out key areas of activity and priorities for the next five years.
State of the Environment The State of the Environment contains information within nine key areas which highlight the environmental issues facing our region. Its purpose is to provide a diagnostic tool that will help to inform plan-makers, decision-makers and the community about the condition of the environment.
Structure Plan This plan, together with the Local Plans, is used by us for making decisions on development proposals and should be used by citizens before making or commenting on a planning application.
Sustainable Development Framework To demonstrate its commitment and leadership we have agreed a framework to help us be more systematic about how we promote our sustainability objectives.
Waste Management Plan 2010 – 2025 [pdf – 193kb] This plan provides clear strategic direction for future municipal waste management taking into account the public consultation exercise that was undertaken for the draft Plan and the publication of Scotland’s Zero Waste Plan [pdf – 510kb].
