Why is it important?

It is important that people in Perth and Kinross are given appropriate learning opportunities so that they may develop to their full potential and play an active role as citizens, in their communities and in the economy.  We seek to ensure that the needs of all learners are met effectively.

What influences performance?

Improved levels of attainment and achievement in Schools in Perth and Kinross will be secured by ensuring that the needs of all learners are met through the provision of an appropriate curriculum and high quality learning and teaching experiences.

As part of the School Improvement Framework, Service Managers and the Head of Education Services also work with schools in a range of contexts to analyse attainment and take action to improve.  These include visits to schools to take a focused look at areas of strength and areas identified for improvement.  The key priority is to raise levels of attainment and achievement for all. This includes providing targeted support for lower attaining pupils, particularly vulnerable learners including looked after children, and improving the positive destinations of school leavers to increase the numbers of young people in education, employment or training.   Action to improve arrangements for engaging effectively with learners, parents, carers, staff and the community is a key priority for improvement.  The Council has taken very effective steps to develop Parent Councils in schools in line with the requirements of Scottish Schools (Parental Involvement) Act 2006.

The Service complies with the duties set out in the Standards in Scotland's Schools etc Act 2000 and is committed to enabling all learners to achieve their fullest potential.  The Adult Numeracy and Literacy figures show the total number of learners which Education and Children?s Services worked with each year.  In previous reports the figures reported were those for the Council and its partners in the Perth and Kinross Literacy Partnership.  The large increase in these figures for 2006/07 reflects the increase in work with learners from other countries.
