Consultation on draft revised Corporate Plan

Since 2006 the overall environment within which the Council works has experienced several changes that have resulted in the development of two key documents that impact on the work of the Council. 

  • The Political Administration of the Council have developed a 'Future Priorities' statement
  • The Perth and Kinross Community Planning Partnership has agreed a Single Outcome Agreement with the Scottish Government. 

As part of the process of the continual evaluation of the Council's readiness for the future, it is important that it reviews the existing Corporate Plan to ensure that it reflects both these documents. 

The agreed local context of the Single Outcome Agreement confirms that the Council's vision, aims and objectives as stated in the Corporate Plan 2007-10 continue to be relevant today.  The revised Corporate Plan will therefore demonstrate continuation of the 'golden thread' between the current vision, aims and objectives, the Political Administration's 'Future Priorities' and the Single Outcome Agreement.

How to comment on the consultation

Perth & Kinross Council is currently revising its Corporate Plan. The purpose of plan is to set out the Council's vision, values and priorities for the area. If you have any comments about the draft plan [PDF: 95Kb] please email chiefexec@pkc.gov.uk by 29 May 2009.

Strategic environmental assessment

Under the Environmental Assessment (Scotland) Act 2005 the Council must determine whether its plans, programmes and strategies require a Strategic Environmental Assessment (SEA).

The Council has carried out a Screening procedure and consulted with the Consultation Authorities (Historic Scotland, Scottish Environment Protection Agency and Scottish Natural Heritage) to decide whether a SEA is required for the Corporate Plan and it has been determined that a SEA is required.  The Screening Report, Determination decision and consultation responses can be viewed.  Following this the Council decided that a SEA is required.

Therefore a SEA report [PDF: 4.17MB] and non technical summary [PDF: 824KB] has been prepared in conjunction with the consultation draft of the Corporate Plan.  This SEA will seek to avoid, minimise or mitigate for any environmental impacts.

Consultation on the SEA report will be open to everyone and the Council would welcome any comments. This statement fulfils the duty of the Council to publish a determination under Regulation 10(2) of the Act.
