  12. Appointments to Committees

    (i) Enterprise and Infrastructure Committee
    The Council is asked to appoint Councillor B Vaughan to the Enterprise and Infrastructure Committee to replace Councillor A Jack.
  13. Appointments to Outside Bodies

    (i) Perth and Kinross Leisure Executive Committee
    The Council is asked to appoint Councillor K Baird as a member of the Executive Committee of Perth and Kinross Leisure to replace Councillor A Jack.

    (ii) Perth and Kinross Sports Council
    The Council is asked to appoint Councillor L Simpson to the Perth and Kinross Sports Council to replace Councillor P Barrett.

    (iii) Perth Prison Visiting Committee
    In terms of the Prisons (Scotland) Act 1989, the Council is asked to agree to appoint the following as Non-Council Members of the Perth Prison Visiting Committee:- Miss Sarah Brand, Mr Stuart Brown, Mrs Maren Caldwell and Ms Shona Sinclair.

    Councillor B Band has intimated his resignation from the Perth Prison Visiting Committee.  The Council is asked to appoint Councillor D Scott to the vacancy created.

    (iv) Pitlochry Festival Theatre
    The Secretary of Pitlochry Festival Theatre Board has requested that the Council consider reducing its representation on the Board of Governors from four to three.  The Council will be aware that, following the 2007 election, the Council agreed to appoint three members.  The Council is asked to approve the reduction from four to three and to advise the Board accordingly.

    (v) Tayside Association for the Deaf
    The Council is asked to appoint Councillor P Barrett to the Tayside Association for the Deaf to replace Councillor L Simpson.
  14. Council Veterans' Champion

    All Councils have been requested by the Convener of the Scottish Parliament Cross Party Group on Supporting Veterans in Scotland to nominate a Councillor to act as a local Veterans Champion, to participate in discussions with the Cross Party Group and to attend a reception for all veterans' organisations and the three armed services in early October at the Scottish Parliament.  The Council is asked to appoint Councillor K Howie as Perth and Kinross Council's Veterans' Champion.
  15. Amendment to Scheme of Administration

    (i) Strategic Policy and Resources Committee - 16 September 2009 (Art. 473)
    The Local Government Pension Scheme - Employing Authority Discretions

    In accordance with the decision of the Strategic Policy and Resources Committee, the Council is asked to agree the following addition to the Scheme of Administration.

    18  Executive Director (Corporate Services)

    18.1.2 In relation to the Local Government Pension Scheme (Benefit, Membership and Contributions) (Scotland) Regulations 2008 to determine pension discretions other than those contained in Appendix 1 to Report 09/434.
