Leuchars and Lossiemouth Airbase Campaigns – Motion by
Provost J Hulbert and Deputy Provost W Wilson
This Council recognises the strength and justice of the campaigns
by the communities of Fife and Moray, to support the retention of
the Royal Air Force bases at Leuchars and Lossiemouth.
Council further recognises that an equitable distribution of
defence expenditure across the United Kingdom would ensure the
retention of both bases.
Given the economic impact that these closures would have on their
surrounding areas, we in Perth and Kinross Council, offer our full
support to both campaigns.

Wedding Gift to H.R.H. Prince William and Miss Catherine
Middleton
As members will be aware, H.R.H. Prince William is to marry Miss
Catherine Middleton at a ceremony to be held at Westminster Abbey
on Friday 29 April 2011. The Council is asked to consider the
presentation of a suitable gift to mark the occasion.

Scotland – Malawi Partnership – Invitation to Take
Up Membership
The Council has been invited to become a member of the Scotland
– Malawi Partnership. The Partnership is a registered
charity which exists to support, co-ordinate and develop civil
society links between Scotland and Malawi. Membership of the
Partnership is free of charge.
The Council is asked to consider the invitation to join the
Partnership, and to nominate someone to act as a contact for the
Partnership.

Appointments to Outside Bodies
(i) Perth Bike Station – Recycle to Cycle Ltd
The Bike Station is a bicycle recycling and cycling charity
with the legal name Recycle to Cycle Ltd, with workshops in both
Edinburgh and Perth.
To support the work of the Perth Bike Station, there is a
locally based Steering Group made up of representatives of the
Council, including Councillor Lewis Simpson and Councillor Alan
Grant and representatives of local organisations with an interest
in the work of the Perth Bike Station.
A request has now been received from the Perth Bike Station for
the Council to nominate a member of the Steering Group to become a
member of the Board of Trustees of Recycle to Cycle Ltd.
The Council is asked to agree that Councillor Lewis Simpson be
nominated to become a member of the Board of Trustees of Recycle to
Cycle Ltd.
(ii) Kinloch Rannoch Village Hall Trust
Councillor K Lyall has intimated his resignation as a Trustee
of the Kinloch Rannoch Village Hall Trust. The Council is
asked to appoint an elected member from Ward 4 as a Trustee to
replace Councillor K Lyall.
