Scrutiny Committee
Purpose
The remit of the Committee is to consider reports by the
Council's external auditors; to consider the Best Value Review
Implementation Plan; to scrutinise service delivery, review the
performance and effectiveness of all the Council's work and the
standards and level of service provided; receive reports on any
aspect of service delivery; consider trends in HM Inspectorate
and Quality Management in Education reports on individual
schools, pre-school partner providers and community learning and on
general aspects of education provision; consider trends in reports
on Scottish Commission for the Regulation of Care reports;
commission and receive reports on any policy to be submitted or
having been approved by the Council and the implementation of that
policy; consider reports on suggestions from the public for policy
review or substantive policy changes; review the adequacy of the
corporate governance arrangements, procedures policies and
practices; review and oversee the operation of the Council's
complaints procedures; consider reports by the Scottish Public
Services Ombudsman and their annual reports; to review the adequacy
of the assessment and management of risk.

The Committee also comprises 3 non-Council members, including 1
Church representative, 1 teacher representative and 1 parent
representative in a non-voting capacity when considering
educational matters.

the Committee. Minutes will be available once the minute
volume has been considered at the next
full Council meeting.
