The Decision Making Process - Funding

Community Regeneration Funding and Area Based Initiative Monies
Applications for Community Regeneration Fund and Area Based Initiative monies are considered initially by the relevant Local Regeneration Partnership.  Those applying for funding tend to make a presentation to the Partnership in order to answer any queries they may have.  The Partnership then makes a decision as to whether the projects meets the appropriate criteria and if it should receive funding or not.

The Local Regeneration Partnerships have the final decision on applications up to £1000.  If the application is for more than £1000, it is referred to the 'Lead Officer's Meeting'.  This is a meeting of the Lead Officers of each of the Local Regeneration Partnerships; the members of the Area Based Initiative Team; and the Lead Officer of the Area Based Initiative Group.  They will scrutinise the application further, and taking into consideration the recommendation of the Local Regeneration Partnership, make a decision as to whether the project should go ahead or not. If there is a conflict between the Local Regeneration Partnership and the Lead Officers, the Area Based Initiative Group will take the decision.  This is rarely a requirement.

Community Voices Programme Monies
Community Voices applications are submitted to the ABI Team.  They are usually dealt with by the ABI Development Officer.  The Development Officer completes a template based on the criteria of the fund, and assesses the application according to these criteria.  The application and the completed template are then circulated electronically around the Community Voices Programme Board.

The Board comprises of the ABI Team; the Lead Officer of the Local Regeneration Partnership relevant to the application; a representative from Communities Scotland; and a representative from the Perth and Kinross Association of Voluntary Services.   A deadline is given of between 2 - 3 weeks, and the members of the CVP Board are expected to present their comments, queries and recommendations/conditions within this deadline.  The Development Officer collates these replies, answers any queries, and assesses the overall view on the application.  The application is either rejected, or monies awarded accordingly, with any relevant conditions suggested by the Board taken into account.
