Investment in Learning Programme
With the achievement of Financial Close, Perth & Kinross Council's Investment in Learning Programme has now reached a crucial stage in its development, enabling building work to start shortly on the six new community campuses.
The Council has entered into a 30-year partnership with Axiom Education, the consortium who will build, operate and maintain the new schools and community facilities. Axiom comprises international bank ABN AMRO, design and construction specialist Laing O'Rourke, and facilities management provider Mitie.
Financial Close has been reached after detailed and complex negotiations with Axiom Education to ensure the best possible result for pupils and local communities.
Public consultations will take place on the landscaping and outdoor play equipment for each campus, and the layout of furniture for the community facilities, these will be held during May and June 2008:

The Investment in Learning Programme presents a unique opportunity to realise an ambitious development programme to deliver 21st century educational and community facilities that will have real benefits for pupils, staff and the wider public:

- Encouraging adults, parents and families to visit the campus during the school day to: support their children's or their own learning; contribute to community activities, and use the facilities in the evenings, at weekends and during the school holidays;
- Providing enhanced support on-site for children, young people and families with special educational needs and learning/behavioural difficulties;
- Contributing significantly to the quality of life, culture, health and fitness of young people and local communities through the provision of arts, sporting, and community services; and
- Enabling more flexible access to learning through continued investment in IT.
Next Stages
The next step for the project, the start of construction on a phased basis commenced with the first works beginning in October 2007 at the Breadalbane campus site. The six schools, located in Aberfeldy, Blairgowrie, Crieff, Kinross and Perth, and their associated community facilities, will all be operational by Autumn 2011.
