Rent Level Review
The Council has used the same rent structure since 1975. The
system starts with a base value of 110 points - this is based on a
two apartment property with one double bedroom. Points are then
added or subtracted based on a variety of features of the property
to reach the final points total. This total gives the rent level
for the property, with one property with more total points than
another have a higher rent charge.
Current features
Currently the following features are taken into account to find
the points total for any property:
- Number and size of bedrooms
- Property type (e.g. flat, semi-detached etc)
- Kitchen facilities
- Heating system
- Separate dining area
- Garden shed
- Lift
- Built-in bedroom cupboard/ wardrobe
- Communal TV aerial
- Location
How will the new system work?
We want to make the system fairer and simpler, and to do that
we're looking for your views on what features should be taken into
account when setting the rent level for the property.
The first stage of the review has been to employ specialist
consultants DTZ Pieda to consider Perth & Kinross Council's
rental structure compared to the practices of five other Scottish
Councils - Moray Council, Aberdeenshire Council, Midlothian Council
and East Lothian Council. These reports can be downloaded from the

Your views
We also want to hear directly from you about what you think
should be taken into account when setting the rent level of a
property - some features may increase the rent level, while others
may decrease it.
A series of road show events were held across Perth and Kinross
throughout May and June, during which we heard lots of different
views from a range of tenants. You can still make your opinions
