Aged 60 or Over
Last updated | 21/02/2008
If you are aged 60 or over, there are some differences in the Housing and Council Tax Benefit legislation to those which apply for applicants under the age of 60.
First Day of Entitlement
One of the main differences is the date that Housing and Council Tax Benefit can be awarded from. Providing that an application is made in the correct manner, (please refer to our how to claim section) entitlement to Housing and/or Council Tax Benefit can be taken back up to 12 months but only back to their 60th birthday or the day that liability to rent and/or rent began (whichever date is later).

Pension Credit
Pension Credit is a national welfare benefit for those aged 60 or over. Pension Credit comes in two formats - Guaranteed Credit and Savings Credit.
Guaranteed Credit
Guaranteed Credit provides those who are eligible with a top up to the minimum income level as determined by the Government.
Savings Credit
If you are aged 65 or over you may qualify for Savings Credit. For more information on on both Guaranteed Credit and Savings Credit and how to apply, visit the Pension Service Website:

Discretionary Housing Payments
On 2 July 2001 a new scheme called Discretionary Housing Payments was introduced. Funds available under this scheme are limited.
Under the scheme, Local Authorities may be able to make extra payments for any claimant whose Housing Benefit or Council Tax Benefit is restricted and is, in need of additional help with housing costs. This additional help may only be for a short period of time to help with a particular period of financial difficulty. Before you can apply for a Discretionary Payment, you must be entitled to Housing and/or Council Tax Benefit.
