Care & Repair – Help for older people and disabled people
Perth & Kinross Council also supports Care & Repair. Covering the whole of Perthshire, Care & Repair aims to help older or disabled people to remain at home by assisting with disabled adaptations or repairs to their homes. The project is managed by two housing associations.
Perthshire Housing Association covers Perth, Highland, Eastern Perthshire and the Carse of Gowrie. Hillcrest Housing Association covers Kinross, Strathearn and Crieff. The focus of Care & Repair is on the repair, adaptation or improvement of properties and providing advice and support to clients.
The main service is to help individuals to apply for local authority housing grants to improve, repair of adapt their homes. Care & Repair provides a free service, helping to liaise with architects, builders and the Council itself.
As a secondary service, Care & Repair also manages a free Small Repairs Service for low income households whereby minor works such as window repairs, slipped slates or cleaning rhones can be addressed. It can be difficult to arrange these small repairs and the service is designed to provide practical assistance to help people to continue to live safely and independently in their own homes.

Heating and insulation
Help may be available from the Eaga Partnership who works for the Scottish Government. They administer the Central Heating Programme and the Warm Deal Programme, covering owner-occupiers, private renters, local authority and housing association tenants.
The Central heating programme provides:
- A central heating system and advises on how to use it
- Loft, tank & pipe insulation, cavity wall insulation and draughtproofing (where appropriate)
- A mains-linked smoke detector, a cold alarm and a carbon monoxide detector (where appropriate)
- Advice on the best use of energy in the home
- An option check of entitlement of state benefit
The main conditions governing eligibility are that the householder or partner must:
- Be aged 60 or over
- Live in a home without any form of central heating, or, if there is a central heating system, it must be completely broken and beyond repair
- Own the home where the central heating will be installed; or have a tenancy agreement with a private sector landlord and have the landlord’s written agreement to the work.
The Warm Deal provides a package of home insulation measures comprising cavity wall insulation, loft, tank and pipe insulation, draught-proofing and energy advice.
Applicants must be in receipt of one or more of a range of state benefits to qualify for a full grant of up to £500. Applicants aged 60 or over but not in receipt of state benefits, can receive a lower grant of up to £125.
