Affordable Housing
As well as being a landlord and providing various statutory housing
functions, Perth & Kinross Council's Housing Service has a
vital strategic role to play in the development of new affordable
housing. The Council is required to produce a Local Housing
Strategy which takes account of the area's unique pattern of
housing types and sizes, needs and demands, costs and conditions.
What is Affordable Housing?
The Scottish Executive's Planning Advice Note (PAN) 74,
describes five main types of affordable housing.
- Social Rented
- Shared Ownership
- Shared Equity
- Discounted Low Cost Sale
- Housing without Subsidy
As well as the social rented accommodation provided by the
Council and Housing Associations, there are often opportunities for
low cost home ownership. PAN 74 places a requirement on
developers to make an affordable housing contribution on most sites
and the extent of this contribution forms part of the planning
permission granted for a site.
Low cost home ownership opportunities are usually targeted in
some way using a priority purchase scheme.
