Scheme of Assistance

The Housing (Scotland) Act 2006 received Royal Assent in January 2006 and will be implemented in stages between 2007 and 2009.  The Act requires local authorities to develop and publish a 'Scheme of Assistance'.

Perth & Kinross Council is currently working on its Scheme of Assistance which will detail the various ways in which the Council will be able to help owner-occupiers with repair and maintenance issues.  We are waiting on detailed guidance being published by the Scottish Government and it is anticipated that the Scheme of Assistance will be launched during 2008/09.

It is anticipated that Housing Grants will continue to be available but only in very limited circumstances.  Generally, owners will be expected to pay for repairs by releasing some of the equity in their homes where possible or by using some other form of loan finance or savings.  Through the Scheme of Assistance, the Council will be able to offer advice, information and practical help with arranging and financing repairs and maintenance.
