Private Sector Leasing
Private Sector Leasing (PSL) is a scheme that offers long term leases to private landlords for properties which are then sub-let by the Council to clients that are in need of temporary accommodation for one reason or another. The Council provides a free property and tenancy management service and offers a rent guarantee for the duration of the lease.
Benefits for Landlords?
If you let your property on the open market, it is inevitable that you will experience 'void' periods between tenancies during which, you will receive no rent. You may also have to spend time chasing current or former tenants for rent arrears or taking legal action against tenants who refuse to leave your property at the end of the lease.
PSL however, provides landlords with a risk-free, hassle-free letting experience through its guaranteed rental scheme. If your property is acepted onto the scheme, you will benefit from;
- Guaranteed rental income - your rent will be paid even if the property is unoccupied. Rents are paid direct to the landlord, quarterly in advance, by Perth & Kinross Council for the duration of the lease.
- No letting agency fees - a full property and tenancy management service is provided by Perth & Kinross Council at no cost to you.
- Flexible lease periods of 3, 4 or 5 years. An annual rent increase is available for landlords who provide properties on a 5 year lease.
- Guaranteed vacant possession at the end of the lease.
- Guarantee that the property will be returned in as good a condition as it was received (subject to fair wear and tear).
PSL Rent Levels
The monthly rent that we are offering for PSL is slightly less than you might be able to achieve in the open market but remember, the rent is guaranteed and there are no void periods or agents fees to pay.

What kind of Properties is the Council looking for?
We need a range of different property types and sizes to accommodate our clients. We are mainly interested in properties in Perth itself but will also consider properties in the larger outlying settlements such as Crieff, Pitlochry, Blairgowrie and Kinross.
We are only interested in unfurnished properties. If you normally provided your property on a furnished basis, you would be required to remove all furnishings and portable appliances before entering into a PSL agreement.
We are keen to minimise the impact that the acquisition of properties for PSL has on the housing market as a whole. Properties that are purchased specifically for PSL therefore, will not be considered. In addition, if it is established that a tenant was evicted in order that a property could be considered for PSL, then that property will be rejected.
