PKC Lets
As the largest landlord in the area with over 7,000 properties,
Perth and Kinross Council has a wealth of experience in letting and
managing properties and tenancies.
The Council launched an innovative social letting agency
scheme called 'PKC Lets' April 2010. Through this initiative,
we will be offering letting, property and tenancy management
services to private sector landlords for the first time.
Through PKC Lets, we aim to build on existing initiatives, such as
the Rent Bond Guarantee Scheme, which are designed to assist
households to access accommodation in the private rented
sector. Our primary focus will be on providing high quality,
professional services for landlords whilst at the same time
assisting homeless households and those with modest incomes or
who are reliant on Local Housing Allowance.
The Private Sector Access Team will provide landlords with a free
initial consultation which will include information about the
options for working in partnership with Perth and Kinross Council
and advice on landlords' obligations and responsibilities in
relation to property conditions and tenancy management.
For landlords who wish to appoint PKC Lets as their agent, we are
offering a choice of three service packages in addition to the free
initial consultation. These are outlined below.
Marketing Only
There are more than 5,000 individuals and households registered
on our housing list and many of these applicants are increasingly
looking to the private rented sector for housing solutions due to
the shortage of available Council houses.
Perth and Kinross Council has launched an innovative Housing Options
Portal which is designed to be a 'one stop shop' for quality,
affordable housing options in the private sector.
The 'Marketing Only' service includes the following elements;
- Advertising on the Housing Options Portal
- Advertising within the Council's Housing Advice Centre
- Circulation of property details to pre-approved tenants
This service is free for members of the
Perth and Kinross Landlord Accreditation Scheme.

Marketing and Tenancy Set-Up
The Marketing and Tenancy Set-up service includes the following
elements;
- Property inspection
- Inventory preparation
- Advertising & marketing
- Dealing with enquiries
- Accompanied viewings
- Tenant referencing
- Tenancy agreements and associated documentation
- Collection of first month's rent and deposit

Comprehensive Property and Tenancy Management
The Property and Tenancy Management Service includes the
following services in addition to those available through the
Marketing and Tenancy Set-up service.
- Rent collection and rent account management
- Day to day tenancy management and monitoring
- Settling-in visit and periodic inspections
- Organisation of repairs and maintenance
- 24 Hour emergency repairs service
- Arrangements for gas & electrical safety testing
- Pre-termination inspection and inventory checking
