Plans and specifications
What needs to be shown on the plans?
The plans must be clearly legible, to a metric scale, and
include a full technical specification of the proposals.
The plans and specifications should contain -
- A site
location plan, to a scale of 1:1250 for built-up areas and
1:2500 for rural areas
- For new build and extensions - A block plan, to a scale of
1:500, this should include ground and floor levels
- Foundation, floor and roof plans to a scale of 1:50.
These should include details of drainage including invert
levels at manholes, ventilation, sanitary fittings, chimneys
and flues, dpc`s, flashings, thermal & noise
insulation, electrical installation, accessibility, etc
to show compliance with the Technical Standards
- Cross sections and elevations of each face of the building
(where affected)
- For demolitions only, include elevations of building together
with a block plan and a method statement, which must include
details of protective works
- For amendment to warrant applications, include plans as above,
as necessary, to highlight the changes being made
What additional supporting information is required?
Where significant structural work is being undertaken
- An SER Structural design certificate together with engineers
details or alternatively structural calculations together with
engineers details. Where certification under the SER
scheme is included in your application at the time of
submission, the fee payable is discounted by 10% and will
avoid any undue delays in the processing of your application.
The submission of calculations does not entitle you to any
discount and may lead to some delay - the calculations are
sent to a third party for checking.
Where the application is for a new residential building
- Carbon Dioxide Emissions calculations - this requires
specialist input which can be provided through the
Certifier of Design for Energy scheme. Where
certification under this scheme is submitted at the time of
submission, fee payable is discounted by 10% (in addition to any
discount obtained by using the SER certification).
Where the application includes a private drainage system
Obtaining Advice and Guidance in Preparation of Plans and
Specifications
Building Standards staff can offer advice on whether or not
your proposals will require a building warrant and on matters
relating to compliance with building regulations. We cannot,
however, design your building for you, that is a job for an
architect or similar professional designer. A list of architects
can be obtained from the RIAS. A list of
Architectural Technologists can be obtained from CIAT. Similarly we cannot offer
advice on which contractor you should employ.
Is there anyone else I should send plans to?
A copy of your plans should also be sent to the following
agencies:
- Tayside Assessors,
Robertson House, Whitefriars Crescent Perth PH2 0LG (in all
cases)
- Scottish Water,
Telephone 0845 601 8855 for your local office (where proposal
includes a connection to or building over a public sewer)

Tayside Fire Brigade, B Division HQ, 401 High Street Perth
(commercial premises only on completion of the project).
