Local Authorities Retain Sole Verification Responsibilities

The Scottish Government have made a long awaited
announcement that the role of Verifier for the processing of building warrants and completion certificates in Scotland is to remain solely with the local authorities. The announcement came following a review into the potential for opening this role, in part, to NHBC.
Building Standards teams across Scotland clearly welcome this announcement but wish to make it clear that we will not be resting on our laurels and continually strive to improve service delivery and adapt to new ways of working. Indeed in the submission to the Scottish Ministers, the Scottish Association of Building Standards Managers (SABSM) gave a commitment, supported by all 32 authorities, to introduce a series of improvements - work on implementation is already under way.
The measures include streamlining of the Scottish Type Approval Scheme, a National Charter for Building Standards, national Performance Indicators, improving communications between Verifiers to improve levels of consistency of interpretation and application of the Technical Standards.
