Kinross Conservation Area
Why has a new Conservation Area Appraisal been produced for
Kinross?
All Councils are required to formulate and publish, from time to
time, proposals for the preservation and enhancement of any parts
of their district which are conservation areas.
Kinross town centre was first designated as a conservation area in
1979 and this was later extended in 1989 to include the area around
Kinross House. We have produced a draft conservation
area appraisal which updates the 1989 appraisal. Kinross was
selected as one of the initial priorities for re-appraisal in
recognition of the potential for this to assist in managing new
development and investment in the area and to coincide with wider
community engagement efforts.
What is Conservation Area Appraisal?
A Conservation Area Appraisal is a management tool which helps
to identify the special character and changing needs of an area. It
serves as supplementary planning guidance to the development plan
and assists development management.
If a conservation area's special character has been clearly defined
and published in an appraisal then this definition can be used to
guide the form and design of new development and will assist those
proposing to invest in the area.
What did the re-appraisal process involve?
We consulted the public, local community groups and national
bodies on the draft Kinross Conservation Area Appraisal and the
proposed boundary during August and September 2009 as part of our
broader
engagement with the community, including a public exhibition in
Kinross Church Centre from 27 August to 1 September.
We collected and considered the responses and amended the draft
conservation area appraisal to take account of these views, where
they could be given sufficient weight. A summary of the
consultation responses and how these have been taken into account
is available to download.
The final draft appraisal, boundary and proposed Article 4
Direction were approved at the Council's Enterprise and
Infrastructure Committee on 26 May 2010. The new boundary of
the conservation area is formally re-designated by advertisement in
the local and national press and notification to Scottish Ministers
on 2 July 2010, to accord with the requirements of the Planning
(Listed Building and Conservation Areas) (Scotland) Act 1997.
