Pitlochry Conservation Area
Why have we designated a conservation
area in Pitlochry?
All Councils are required to identify areas of special
architectural or historic interest and designate these as
conservation areas.
The Highland Area Local Plan 2000 contains the proposal to
designate a conservation area in Pitlochry.
A conservation area appraisal has been produced which identifies
what makes the designated area of Pitlochry special and worthy of
protection.
What is Conservation Area
Appraisal?
A Conservation Area Appraisal is a management tool which helps to
identify the special character and changing needs of an area.
It serves as supplementary planning guidance to the Local Plan and
assists development management.
If a conservation area's special character has been clearly defined
and published in an appraisal then this definition can be used to
guide the form and design of new development and will assist
those proposing to invest in the area.
What did the designation process involve?
We consulted the public, local community groups and national bodies
on the draft Pitlochry Conservation Area Appraisal during November
and December 2006, including a public exhibition in the town from
21-24 November.
We collected and considered the responses and amended the draft
conservation area appraisal and the draft boundary to take account
of these views. A summary of the consultation responses and
how these have been taken into account is available to
download.
The final draft appraisal, boundary and Article 4 Direction were
approved at the Council's Enterprise and Infrastructure committee
on 13 June 2007 and ratified by full Council on 27 June. The
conservation area is formally designated by advertisement
in the local and national press and notification to Scottish
Ministers on 17 August 2007, to accord with the requirements of the
Planning (Listed Building and Conservation Areas) (Scotland) Act
1997.
Once this is formalised the draft Article 4 Direction will be
reported to Scottish Ministers for approval.
The finalised conservation area appraisal, including the amended
boundary and Article 4 Direction, can be viewed at Pitlochry
Library, Atholl Road and can be downloaded from this web
page.
How have the environmental impacts of the conservation
area been taken into account?
As part of the preparation of the Pitlochry Conservation
Area Appraisal, Perth and Kinross Council has carried out an
environmental assessment of this plan. Strategic environmental
assessment is a key element of sustainable development. The
aims are to provide a high level of protection of the environment
and to ensure effective integration of environmental considerations
into the preparation and adoption of a plan.
An SEA Environmental Report was prepared in conjunction
with this conservation area appraisal and has sought to avoid,
minimise or mitigate for any environmental impacts.
A public consultation on the Environmental Report and draft plan
was held and all comments received have been addressed. The
SEA Environmental report and post-adoption statements can be
downloaded from this page.
See the Conservation Areas and Strategic Environmental Assessment
page on this site for details of this process and the Council's
future approach to SEA in relation to conservation areas.
