Development planning

What is development planning?

Development Planning is the preparation of the Development Plan and other supporting policies, information or studies which form the basis for making decisions on planning applications. The Development Plan sets out a vision of how the region should develop in a sustainable way. However, The Planning etc (Scotland) Act 2006 introduced major changes to the way in which the development plan for the area is prepared. 

Can you tell me what makes up the development plan?

Currently, the Development Plan in our area is made up the Structure Plan and six Adopted Local Plans. These will remain in force until superseded by the new forms of development plan, the Local Development Plan and the Strategic Development Plan. Can you tell me more about the new development plan?

Under the new system, we will be responsible for preparing a Local Development Plan which will replace the six Local Plans and the Dundee, Perth, Angus and North Fife Strategic Development Planning Authority (TAYplan) will be responsible for the preparation of the Strategic Development plan for the area which will replace the Approved Structure Plan. As part of this new planning system each planning authority and strategic planning authority is required to produce a Development Plan Scheme on at least an annual basis.

What's the purpose of the development plan scheme?

The purpose of the Development Plan Scheme is to set out proposals for preparing and reviewing the Development Plan. Our first Development Plan Scheme is available on our New Development Plan pages. The development plan scheme for the Strategic Development Plan is available from the TAYplan website.

What other policies, information or studies are available to support the development plan?

There are a number of policies and studies which support the delivery of the development plan and more information on these are shown below. 

Supplementary Guidance

Supplementary Guidance has been prepared in a number of subject areas to help support an up-to-date and consistent application of Development Plan policies.

Development briefs

We have prepared a number of development briefs for sites in each Local Plan area.

Housing and employment land audits

The provision of an adequate supply of housing and  employment land and their distribution over the Plan area through the settlement strategy are key elements of the Structure Plan.

Perth & Kinross Retail Study

In 2006 we commissioned Ryden and Roderick MacLean Associates to undertake a region wide Retail Study of Perth and Kinross. The report provides an update of the previous regionwide retail study undertaken in 2002 by GVA Grimley.

Tay Estuary Management Plan

The Tay Estuary Forum have recently launched a five- year Management Plan: a non-statutory document aimed at promoting the future sustainable management in the Tay Estuary and along the adjacent coastline.

The Management Plan covers the region from the River North Esk on the Angus Coast to Fife Ness; including the Tay Estuary to Scone. It aims to unite the many initiatives operating along this diverse stretch of coast into a sustainable framework, ensuring future vitality of the region.  You can view the management plan by using the link on this page.
