Structure Plan
The Perth & Kinross Structure Plan is the key strategic
land-use planning document produced by us and provides the long
term land use planning vision for development and the environment
in Perth & Kinross to the year 2020. The Plan is made up of a
Written Statement and a Key Diagram.
The Structure Plan provides the framework for local plans which
contain more detailed and site-specific policies.
The Plan, the first to be prepared by us, replaced the
Tayside Structure Plan 1993 in Perth & Kinross.
When did it come into
effect?
The Structure Plan came into effect on 13 June 2003 after it was
approved by Scottish Ministers.
What does the Plan comprise of?
The Structure Plan itself comprises a written statement of
policies and a key diagram which illustrates the development
strategy. Often referred to as the 'report of survey', the
supporting statement contains technical background
information.
It is based on 3 key themes
- sustainable communities
- a sustainable economy
- sustaining the environment and resources.
It is divided into 8 chapters which cover the key themes,
provide a spatial strategy for Perth and Kinross, shows how the
strategy can be delivered, and details how we will monitor its
continued relevance.
How was the Structure Plan prepared ?
The Perth & Kinross Structure Plan was prepared by us in
consultation with you, the local community, and other
organisations.
The three main stages we took in preparing the Structure Plan
was to -
- Consult on the specific policies we hoped to include in the
Plan. We carefully considered all the responses received and made a
number of changes to the plan as a result
- Submit the Finalised Plan to Scottish Ministers and place
it "on deposit". This provided anyone with an interest with
the opportunity to make a formal objection to Ministers.
- To respond to the 'draft modifications' suggested by
Scottish Ministers.

Plan?
You can buy copies of the Structure Plan, Report of Survey and
Sustainability Appraisal from our reception on the ground floor
of Pullar House, 35 Kinnoull Street, Perth.
You can also see the documents at local offices and
libraries.

What else is happening?
We are progressing an alteration to the Structure Plan
which will give strategic guidance for forestry and woodland in the
area.
