Why have you prepared an Environmental Report?

We were required to prepare an Environmental Report on the effects of the proposed Alteration to the Structure Plan on population and households. Although the Alteration is instead now being progressed as Policy Guidance the findings of the Environmental Report are still relevant.

What's in the environmental report?

The Environmental Report is a key stage in Strategic Environmental Assessment which is an iterative process that identifies and reports on the likely significant environmental effects of the Structure Plan Alteration/Policy Guidance, and the extent to which implementation of the Alteration/Policy Guidance will support environmental objectives.
What is covered by the assessment?
The Assessment has:

  • taken a long term view of how the area covered by the Structure Plan is expected to develop;
  • provided a mechanism for identifying the likely significant environmental effects and for ensuring such effects are mitigated where possible; and
  • reflected global, national, regional and local challenges; and provided an audit trail of how the Alteration/Policy Guidance has been revised to take into account the findings of the assessment.

The SEA has carried out an assessment of the potential significant effects on the environment of the implementation of the Alteration/Policy Guidance. The following matters are contained in the Environmental Report:

  • Methods and limitations of the process 
  • Information used
  • An explanation of the likely significant effects of the plan
  • Reasonable alternative strategies
  • Suggested monitoring

Who is the environmental report submitted to?

The Environmental Report was submitted along with the draft Structure Plan Alteration for consideration by the 'consultation bodies'. The consultation bodies are:

  • the Scottish Ministers (including Historic Scotland)
  • the Scottish Environment Protection Agency; and
  • Scottish Natural Heritage

What happens next?

The Environmental Report together with the draft Alteration was published for consultation on 19 December 2008. The period for consultation ended on 28 February 2009. All the responses were analysed and the Environmental Report was revised to take account of these.
