What is Strategic Environmental Assessment?
SEA is a key component of sustainable development establishing
important new methods for protecting the environment and extending
opportunities for participation in public policy decision making.
SEA achieves this by:- systematically assessing and monitoring the
significant environmental effects of public sector strategies,
plans and programmes; ensuring that expertise and views are sought
at various points in the process from SNH, SEPA, Historic Scotland
(the consultation authorities) and the public; and requiring a
public statement as to how opinions have been taken into
account.
What is screening?
As part of the process we have to consult SNH, SEPA and Historic
Scotland on whether the plan, programme or strategy is likely to
raise issues of significant environmental impact. Schedule 2
of the Environmental Assessment Act sets out criteria for
determining the likely significant effects on the environment.
We send 'screening reports' to the consultation authorities
to determine whether the plan, programme or strategy
is likely to have significant effects on the
environment.

We sent our screening report on the Indicative Forestry
Strategy to the SEA Gateway on 7 June 2006.

Have you decided whether SEA is required?
Taking account of our view that SEA is required and the comments
made by the consultation authorities we have 'determined' that an
SEA is required. We have sent a letter to the Scottish
Executive's SEA Gateway advising that we will be undertaking
SEA of the Indicative Forestry Strategy.
