What are the Development Plans? 

Local Development Plans or LDPs are the new name for Local Plans under the new Planning etc. (Scotland) Act 2006.  The 2006 Act introduced new changes to the planning system which are being implemented throughout 2009.  Under this new system the future Development Plan for Perth and Kinross will be made up of a Strategic Development Plan or SDP (as our area falls within the Dundee City Region) and a Local Development Plan covering the whole of the Council Area. 

The Strategic Development Plan (SDP)

The SDP will be prepared by the new Dundee, Perth, Angus and North East Fife Strategic Planning Authority.  The SDP which is to be called the TAYplan will, once it has been adopted, replace the existing Structure Plans for those authorities. 

The SDP will focus on strategic cross-boundary issues such as the size, make up and distribution of the population rather than site specific allocations.  You can keep up to date on the TAYplan's progress by using the Strategic Development Plan Authority's website.

The Local Development Plan (LDP)

The form and content of the new style LDPs will differ from existing Local Plans, with more guidance being provided through supplementary guidance, allowing the Plan to be a more focused document.  The LDP will contain site specific proposals/allocations and must be consistent with the SDP.  Within Perth and Kinross the number of Local Plans is being reduced from 6 to 1 LDP.  Once the new LDP has been adopted it will replace the current 6 Local Plans. 

What is the status of the Structure Plan?

The Structure Plan was approved in June 2003. However, under the new planning system we, together with Angus, Dundee City and Fife Councils are preparing the Strategic Development Plan (SDP) covering all of Angus, Dundee, Perth and Kinross and North East Fife but excluding those parts within the Cairngorm and Loch Lomond and the Trossachs National Parks.  Until the SDP has been approved by Scottish Ministers the existing Plan will remain in force.  You can view or download the documents by going to the Structure Plan web pages by using the links on this page.

What is the current status of our Local Plans? 

We currently have 6 adopted Local Plans:  

Perth Area   1995 (Housing Land update in 2000)
Perth Central Area   1997
Eastern Area   1998
Highland Area   2000
Strathearn Area   2001
Kinross Area   2004

We produced a Draft Perth Area/Central Area Local Plan at the end of 2004 and a Draft Eastern Area Local Plan in July 2005 but due to legal problems with the Strategic Environmental Assessment process we took the decision to halt work on both plans in January 2008. 

When will the existing Local Plans be reviewed?   

All of our currently adopted Local Plans have been under review since the beginning of April 2009 and will eventually be replaced by a new Local Development Plan (LDP) for the whole of Perth and Kinross.

When can I get involved in the new Plan review? 

Consultation on the Proposed Plan started on 30 January 2012 and ends on 10 April 2012. Full details of events and how to comment are available on the Proposed Plan page.

I have a site that I want included in the Local Development Plan, what do I do?

New sites which have not been included in the Proposed Plan can be submitted as part of a representation, full details of the period of representation can be found on the Proposed Plan page.

What do you do with my comments on the Plan, how are they taken into account?  

Provided your representation has been received by the Council within the specified period they will be considered by the Council and if and where appropriate will make minor modifications to the Plan prior to submission to Scottish Ministers.

If significant modifications are proposed to the Plan a further period of consultation (of 6 weeks) will be carried out prior to submission to Scottish Ministers.

I submitted comments on the Draft Perth Area/Central Area Local Plan and/or the Draft Eastern Area Local Plan, what have you done with them?   

Any comments submitted in response to the Draft Local Plans will be used to help the Local Development Plan Team identify issues to be addressed in the Main Issues Report of the LDP.  However, as the LDP will be an entirely new Plan under a new Planning Act it will be necessary to resubmit any comments or representations that you would like to the LDP Team to consider for inclusion in the Plan. Can I purchase a copy of the Plan and if so where and at what cost?

The approved Structure Plan and current 6 published Local Plans cost £15 each and can be purchased from our offices at Pullar House in Perth or over the phone by calling the Customer Service Centre on (01738) 475000.  A disk containing all of the 6 adopted Local Plans can also be purchased at a cost of £20.

A hard copy of the Proposed Plan can be purchased at a cost of £50 or on disk with all of the supporting documents for £5.
