What is a Local Development Plan?

Local Development Plans are land-use planning documents that set out an authority's policies and proposals for the use and development of land in its area, including the appearance of cities, towns and rural areas. They are concerned mainly with the use of land and guide future development to the most appropriate locations. They must provide clear guidance on what development will or will not be allowed and where. They address a wide range of policy issues, including housing, shopping, business, industry, transport, recreation, built and natural heritage.

What will the Local Development Plan look like?

The LDP will include all the relevant strategies, policies and development proposals and will include maps and other illustrative material in order to explain the proposals in more detail and aid understanding. The Plan will contain the following: -

  • A vision statement - this is a broad statement of how the development of Perth & Kinross could and should occur and what the area might look like in the future.
  • A spatial strategy - this is a detailed statement of the policies and development proposals which will help achieve the vision.

How many LDPs will there be in Perth & Kinross?

We intend to prepare one Local Development Plan for Perth & Kinross to replace our existing six Local Plans. However, we will continue to provide a local focus including area specific policies and proposals where appropriate, to help you identify those policies or proposals which may affect you.

How will the Local Development Plan be prepared?

  1. Development Plan Scheme (DPS): sets out the timetable for the preparation and publication of the Plan and also what is involved at each of the stages. It includes a Participation Statement which outlines the opportunities for public involvement during the Plan process i.e. when, how and with whom consultation will take place. The DPS will be reviewed at least every year to provide an up-to-date picture of how the Plan is progressing.
  2. Main Issues Report (MIR): will focus on the key issues that are changing from the adoption of the last plans and will set out general proposals for development in the area, in particular where development should and should not occur. It is important to get involved at this stage of the Plan process as it will not be possible to raise any new issues after this point.
  3. Proposed Local Development Plan: will set out how the development of Perth & Kinross could and should occur and what the area might look like in the future. It includes policies and development proposals which will help achieve this.
  4. Examination: an independent Reporter will decide the format this will take, for example: a hearing, public local inquiry or through written submissions. Any unresolved representations will be part of the public examination process.
  5. Post Examination Modifications: Following the public examination the Reporter will prepare a report setting out their findings. The Council is largely bound by the recommendations in this report and will amend the LDP in line with the recommendations unless there are reasonable or justifiable reasons for not accepting some of them.
  6. Adoption: The Council will publicise its intention to adopt the Local Development Plan through a formal public notice.

We will make the plan available on this website, in our offices and in libraries. You can follow the plan's progress and get all of the documents that make up the plan from here in the coming months and years.
