Local development plan - SEA
Can you tell me about the Proposed Local Development Plan?
The Proposed Plan is a land use planning document
which represents the Council's settled view as to what the
final content of the Plan should be and will contain the
following:
- A Vision Statement - this is a broad statement of how the
development of Perth & Kinross could and should occur and what
the area might look like in the future.
- A Spatial Strategy - this is a detailed statement of the
policies and development proposals which will help achieve the
vision.
I've heard than an addendum to the Environmental Report has
been produced; can you tell me more about it?
The results of the environmental assessment for the
Plan's Main Issues Report (MIR) were reported in the Environmental
Report, which was published in October 2010. However, because
MIRs do not contain all of the detailed information that makes up a
Local Development Plan (LDP) it was thought that there was not
enough detail in that document to allow for the assessment of the
full environmental implications of implementing all parts of the
LDP.
Through discussions with the Consultation Authorities it was agreed
that an Addendum to the Environmental Report would be produced to
provide more detail in terms of the potential environmental impacts
of the Plan's policies and also the mitigation and enhancement
measures identified for individual site proposals.
What is Addendum 2?
The Second Addendum (Addendum 2) published on 30 January
2012 and available to download provides the most up to date
assessment of the potential environmental effects of the Proposed
Local Development Plan and should be read in conjunction with the
original Environmental Report. There was an
earlier addendum (Addendum 1) to the Environmental
Report produced at the end of 2010 to update the consultation
dates due to the adverse weather conditions experienced at that
time.
Who is the Addendum submitted to?
Addendum 2 to the Environmental Report is submitted to the
'Consultation Authorities' for their consideration. The
Consultation Authorities are:
- the Scottish Ministers (Historic Scotland)
- the Scottish Environment Protection Agency (SEPA), and
- Scottish Natural Heritage (SNH)

this page.
What happens next?
The next stage in the SEA process will be the production of a
Post-adoption statement which will be published shortly after the
Local Development Plan has been formally adopted by the Council;
however, that will be some time off. This statement will set out
how and where the Council has taken into account any comments it
received during the consultation on the Environmental Report in the
preparation of the LDP, and any changes made to the LDP as a result
of the environmental assessment and any comments received.
