Can you tell me about TAYplan?

TAYplan is the Dundee, Perth, Angus and North Fife Strategic Development Planning Authority. The Strategic Development Planning Authority (SDPA) was designated by Scottish Ministers in June 2008.

What's the role of the TAYplan?

The role of the SDPA is to prepare and maintain a Strategic Development Plan for the area covered by the four Councils. When completed, the Strategic Development Plan will replace the existing Dundee and Angus Structure Plan 2002,  the Perth and Kinross Structure Plan 2003 and the Fife Structure Plan 2009 (specifically the North of Fife). In addition, we will have to prepare a Local Development Plan for our area.

Can you tell me about the TAYplan Main Issues Report?

The Main Issues Report is the first stage in producing the Strategic Development Plan. The purpose of the Main Issues Report is to set out the vision and spatial strategy for the area. It also looks at where development should and should not take place.  

The Main Issues Report and its associated documents were approved by the TAYplan Joint Committee on the 16th February 2010. The consultation on the Main Issues Report ended on 2 July 2010. If you want to find out more about it go to the TAYplan website.

I've heard about the Environmental Report can you tell me more about it?

All plans need to have their effects on the environment assessed. This done through the preparation of an Environmental Report. The legislation requires that when a plan is produced jointly there has to be a lead authority which prepares and publishes the Environmental Report.  On this occasion we are the lead authority. 

What's in the environmental report?

The Environmental Report is an important stage in Strategic Environmental Assessment which is an iterative process that identifies and reports on the likely significant environmental effects of the Plan and the extent to which implementation of the Plan will support environmental objectives.

What is covered by the assessment?

The Assessment has:

  • taken a long term view of how the area covered by the TAYplan is expected to develop;
  • provided a mechanism for identifying the likely significant environmental effects;
  • identified measures for ensuring such effects are mitigated or enhanced where possible; 
  • reflected global, national, regional and local challenges; and
  • provided an audit trail of how the Plan has been revised to take account of the findings of the assessment.

Who is the environmental report submitted to?

The Environmental Report is submitted together with the Main Issues Report for consideration by the 'consultation bodies'. The consultation bodies are:

  • the Scottish Ministers (including Historic Scotland)
  • the Scottish Environment Protection Agency; and
  • Scottish Natural Heritage

What did the Consultation Authorities say?

In general terms the Consultation Authorities were satisfied that the Environmental Report provided a satisfactory assessment of potential significant environmental effects. However, they have raised some detailed issues which will have to be taken into account in the preparation of the Proposed Plan.

What happens next?

We will be reviewing the comments we have received on the Environmental Report and those comments together with the Environmental Report will be taken into account as the Proposed Plan is prepared.  It is anticipated that the Proposed Plan will be published early in 2011.
