Affordable Housing
Why is the policy being reviewed?
The need to review and update the affordable housing policy
approved in August 2007 came in response to the publication of
Planning Advice Note 02/2010: Affordable Housing & Housing Land
Audits by the Scottish Government in August 2010. The purpose
of the consultation is to gather views on the draft update to the
existing guidance with the aim of producing a replacement version
in early 2011.
The consultation document is available to view under the downloads
section on the right of this page; please note that the
consultation period has now closed.
What happens next?
The representations that were received during the consultation
process will be taken into consideration as part of the review
process.
Can you tell me more about the affordable housing guide?
An
Affordable Housing Guide [PDF: 110Kb] has been produced to give
advice and information to all those with an interest in affordable
housing. We undertook consultation on the Guide before
it was finalised and it was approved by the Enterprise &
Infrastructure Committee on 29 August 2007 and updated in January
2010.
As agreed in principle by the Committee the accruing and use of
affordable housing credits is allowed under the authority of the
Executive Director (Environment) in appropriate cases to encourage
delivery of affordable housing during the current economic climate.
As per the Report by the Executive Director (Environment) on 17
December 2008 it was agreed that in certain circumstances
developers can apply to have the period for which their credits can
be held extended up to a maximum of 10 years.
We will use the policy as non-statutory guidance until it
is incorporated into the Local Development Plan.
Can you tell me about the commuted sums?
On some sites the Council may agree that a commuted sum can be
paid rather than the affordable housing contribution being provided
on site. The current commuted sums as of 27 January 2010
are:
| Eastern Planning Area |
|
£11,500 per house |
| Highland Planning Area |
|
£19,000 per house |
| Kinross Planning Area |
|
£15,000 per house |
| Perth Planning Area |
|
£26,500 per house |
| Strathearn Planning Area |
|
£19,000 per house |
A report has been prepared giving information on the commuted
sums which have been received up to July 2009. It also
gives the details of what these sums have been spent on. You
can view the report from the download area here.
