Zero and low carbon development
What is it?
The proposed Supplementary Guidance (SG), when
completed, will set standards for carbon savings from new
built development in excess of those required under the Scottish
Building Standards. However, it will not prescribe how a
particular standard should be achieved. The purpose of the
guide will be to ensure the delivery of sensitive and
appropriately designed development.
What sort of guidance will it provide?
It will provide clear and practical advice on sustainable
construction and development through the planning process. The SG
will identify the main issues that need to be considered for any
new development including design, construction and operational
matters. The SG will provide guidance on maximising energy
efficiency using zero and low carbon energy supply and use.
It will also consider water resource use and minimise vulnerability
to flooding. It will encourage the use of materials from
sustainable sources while minimising waste during
construction. It will encourage energy efficiency through the
re-use of land and conversion of buildings.
What is screening?
As part of the process we have to consult SNH, SEPA and Historic
Scotland on whether the plan, programme or strategy is likely to
raise issues of significant environmental impact. Schedule 2
of the Environmental Assessment Act sets out criteria for
determining the likely significant effects on the
environment.
We send 'screening reports' to the consultation authorities
to determine whether the plan, programme or strategy
is likely to have significant effects on the environment.

We sent our screening report on the SG to the SEA Gateway
