What is the Kinross Area Local Plan ?

It is part of the Development Plan which comprises the Structure Plan and the Local Plan.

It is the land-use plan covering the area previously known as Kinross-shire.  It contains detailed guidance on where we will encourage development and where it is unlikely to be allowed. It guides day-to-day planning decisions and influences the determination of planning applications.

When did it come into force?

The Plan was adopted on 31 July 2004 and contains suggested proposals to 2008.  It includes policies on a range of issues including housing, environment, business, tourism and recreation, and roads and transport.

What settlements are in the Plan area?

The main settlements are Kinross and Milnathort.  A number of other villages and small settlements are included stretching from Drunzie in the north to Keltybridge in the south and from Scotlandwell in the east to Blairingone in the west.

The key aims of the Plan

The two main issues tackled by the Plan are environmental protection, and the provision of business land.

Environmental protection centres on Loch Leven and the need to ensure that the qualities which give it its status as a Special Protection Area are not damaged in any way.

Provision of business land is centred around 3 main areas:

  1. Identification of a variety of industrial/business opportunities in both Kinross and Milnathort. The area between Bridgend and the Safeway Supermarket represents the prime option for employment generating developments within the Kinross area and has been identified for mixed use development incorporating housing, business and an element of retail.
  2. Identification of small scale business opportunities in villages.
  3. Policies supporting rural diversification.

Where will new housing be built?

Almost half of all the houses needed will be built in the Kinross and Milnathort area. This will make use of existing public transport connections.  It's also where most of the shops and other services are found.  The rest of the houses will be built in villages where it will help support shops and public transport

Can I build a house in the countryside?

The Plan reflects national guidance on housing in the countryside, which will continue to allow houses in appropriate locations.  Within the Loch Leven catchment area, more stringent drainage requirements apply and may restrict housing opportunities.

What about tourism?

We are seeking to improve the attractiveness of the area for tourists. 

  • By encouraging measures to maintain and improve facilities and standards of accommodation.
  • By recognising the need for additional year round accommodation and associated facilities, and identifing a potential location for a timeshare development with associated leisure facilities at Cavelstone.
  • By encouraging the development of a visitor attraction on the loch side in Kinross focusing on the historical, cultural and natural history attributes of Loch Leven.  

Are there any road/rail improvements proposed?

The main road improvement needed is the "Kinross Southern Relief Road".  This would provide access to business and industrial sites proposed in the Plan and reduce the need for traffic to go through Kinross town centre. This would allow us to improve the environment there. 

Rail links through the Fife Rail Network are important and we wish to see more use made of rail for both passenger and freight traffic.  Although there is no railway line within the Plan area, we will work with rail operators, bus companies and Fife Council to examine the best ways of increasing usage of the Fife Rail Network and its links to the rest of Scotland. This will potentially involve the creation of a Park and Ride facility in Kinross.
