Perth Local Plan

What is the Perth Area Local Plan ?

It is part of the Development Plan which comprises the Structure Plan and the Local Plan.

It is the land-use plan covering Perth City (with the exception of the Central Area), the surrounding countryside and villages. It contains detailed guidance on where we will encourage development and where it is unlikely to be allowed. It guides day-to-day planning decisions and influences the determination of planning applications.

You can view or download the Local Plan by using the links on the left. You should know that the file sizes are large and may take some time to download.

When did it come into force?

The Plan was adopted in 1996 and contains suggested proposals until 2001. In November 2000 Alteration No.1 (housing land) was adopted updating housing land allocations to 2006. It includes policies on a range of issues including housing, environment, business, tourism and recreation, and roads and transport.

When will it be reviewed?

The intention to review and amalgamate the Perth Area and the Perth Central Area Local Plans was advertised at the end of August 2001. A Draft of the New Perth Area Local Plan was published in December 2004 and was available for public consultation during January and February 2005.

What settlements are in the Plan area?

The main settlement is Perth City.  A number of other villages and small settlements are included stretching from Burrelton in the north to Glenfarg in the south and from Invergowrie in the east to Methven in the west.

What are the key aims of the Plan?

  • To develop Perth City as the main focus for economic activity within Perth and Kinross
  • To develop Perth City as the main centre for services
  • To sustain rural and village community services by allowing modest development within villages.

Where will new housing be built?

The Plan encourages development in the early years of the Plan in Perth City and to a lesser extent on those settlements within a five mile radius of the city centre. As sites become developed, further development is encouraged through the expansion of larger settlements and the creation of a new settlement at Oudenarde.  The rest of the houses will be built in villages where it will help support shops and public transport.

Can I build a house in the countryside?  

The Plan seeks to protect the landscape by resisting isolated housing in the countryside, but at the same time allowing appropriate opportunities for people living in rural areas. The Plan therefore allows houses in appropriate locations. 

What about Commercial Development?

Our major objective is to protect and enhance Perth as an important regional shopping centre. We support the completion of the retail park and discourage other large out of centre shopping facilities.  Existing small neighbourhood shopping centres are encouraged both within Perth and the villages.

We are seeking to provide adequate industrial and business land to allow economic growth and job creation in Perth and the surrounding area. The majority of new land will be in, or on, the edge of Perth. Development of Broxden as a Corporate Park for high amenity office and associated uses is proposed.

What about tourism?

The Perth area is already important for tourism due to the attractivness of the countryside and to major tourist attractions such as Scone Palace. We wish to build on this and promote Perth as a tourist destination.

Are there any transport improvements proposed?

  • Consideration is being given to the need for a bridge over the River Tay to the north of Perth.
  • Upgrading of the A90 to near motorway standard
  • Consideration is being given to future improvements in commuter rail facilities in the Perth area.
  • The Plan highlights the need for a safe pedestrian crossing over the western bypass at Inveralmond.
