Pre-Application Consultation
Pre-application consultation by prospective applicants with the local community is now required for 'major' and 'national' developments which are submitted on or after 3 August 2009. This involves submitting a Proposal of Application Notice to the planning authority a minimum of 12 weeks ahead of applications for such developments. The notice states who will be consulted and what sort of consultation will be undertaken and must be agreed with the planning authority. Applications submitted on or after 3 August must include a Pre-Application Consultation report verifying that the prescribed process has been followed. A developer has the option of serving a notice on the Council as Planning Authority requesting a formal opinion on whether or not pre-application consultation is required for a proposed development. This is referred to as a Pre-Application Screening Notice. Guidance notes explaining the pre-application consultation process and the appropriate forms to submit the notices are available to download from this page.
