Neighbour notification

Who needs to be notified?

You must notify all neighbours of the application site for which you are submitting a planning application to allow them the chance to look at, and if they want, to comment on your planning application. 

What do I need to send?

When you send the Neighbour Notification form to your neighbour you must also send them a plan which shows the location of the application site. You must fill in the form you send to us with your application to confirm that you have notified your neighbours that you have made a planning application. You must also tell us who you have notified. If you don't notify your neighbours we cannot register your application and this will lead to a delay in our dealing with your application.

Where will I get the forms?

We will send or give you copies of the neighbour notification form for you to complete when we send your planning application form and guidance notes. We suggest that you use the Post Office's Recorded Delivery service as this will give you 'proof of delivery' in the event of a dispute.

How many do I need to send? 

If the neighbouring property is a house or a flat two copies of the notice and location plan must be sent - one addressed to 'the owner' and the other to 'the occupier'.

If the neighbouring property is not a house or flat or its garden ground three copies of the notice and location plan must be sent one to the owner, another to the leaseholder, and the third to the occupier.

Where can I find the names and addresses? 

You can find out the name and address of the owner, and of any leaseholder and occupier from the valuation roll. The valuation roll can be seen at the AK Bell Library, Council Offices and The Tayside Joint Valuation Board offices at

What if I can't find the name or address?

If you can, find the name and address, you should send each notice and location plan addressed to, the owner, the lessee and the occupier at the neighbouring address.

Who should I notify?

You must notify the neighbours who own, lease or occupy any land or buildings which either:

  • adjoin the application site
  • lie across the road from the site
  • lie within 4 metres of the site boundary where the land or buildings are within 90 metres of your development.

What if I live in flat?

If you live in a flat or similar you must notify the neighbours above and below.
