Viewing and commenting on planning applications

Note

Please note that the suffix has been amended on two planning applications for wind farms in Glendevon (Frandy Hill) in order to view documents online please use these reference numbers 11/01930/FLL (Wind farm extension, Glendevon)  and 11/01952/FLL (Erection of a wind farm, Frandy Hill, Glendevon).

Viewing applications online

There is an online service that allows you to view and comment on planning applications online submitted to the Council.

The online service allows you to:

  • follow progress of an application;
  • make comments on current planning applications;
  • view details of all applications (from 1995);
  • see if appeals have been lodged and any decisions made (from 1995);
  • view associated plans and documents (from September 2007);
  • search for details of individual properties including maps
  • View details of building warrant application (excluding associated documents).

You should be aware that the application numbers from 1995 to 1999 may not correspond to those contained in the register of applications available to view in our offices. This is due to a change in the system used.  You can use the property search tool to get the details of the applications relative to the property.

Viewing applications in our office

As well as applications being available online, the formal Register of planning applications is available for public inspection from 8.45 a.m. to 5.00 p.m. Monday to Friday (from 11.00 a.m. on the first Thursday of every month) at Pullar House, 35 Kinnoull Street, Perth, PH1 5GD.

Loch Lomond and the Trossachs National Park

If you live in an area covered by the Loch Lomond and the Trossachs National Park, you can view their weekly list of planning applications by going to the Loch Lomond & Trossachs National Park website.

Cairngorms National Park

If you live in an area covered by the Cairngorms National Park you will continue to make your planning application to us. The system is set up so that the Park Authority only deals with planning applications that are of significance to the aims of the Park.  Once an application is lodged, the Park Authority has 21 days to decide if the application raises issues of significance to the Park.

If an application does raise such issues, then the Park Authority will take responsibility for deciding the application. If not, we will make the decision.  While the Park Authority may decide to determine the application it does not mean that it objects to it, just that it is important to the area. You can view their weekly list of planning applications by going to the Cairngorms National Park website.

Commenting on planning applications

Letters of comment on applications should list clearly any issues of concern, but should not take the form of rhetorical questions. If any additional information or clarification is required, this should ideally be sought separately from DevelopmentManagement@pkc.gov.uk  or through the Customer Services Centre (01738 475300) before the letter (or e-mail) of representation is submitted. Failing this, the points of potential concern should preferably be phrased as follows: "if x is to take place I would object (unless controlled by a planning condition to ensure y)"

Time Limit for Submitting Comments

Any comments on an application must be submitted within 21 days as stated in the notification sent to neighbours or by the expiry date of any statutory advert associated with the application, whichever is the later. These dates are shown under 'Important Dates'.

Planning Considerations

In considering a planning application, the Council has a statutory duty to have regard to the provisions of the Development Plan and any other "material considerations".

Will people see my comments?

You should note that any comment you make cannot be treated as confidential and note that all letters of representation, including all address details (but not signatures or personal telephone numbers or personal e-mail addresses), will be treated as public documents and, in the near future, will be displayed for public inspection relevant to the application that you have commented on or are looking at and will be available for anyone to view. We do not accept anonymous submissions but you are not required to supply your signature.

It may also be necessary to make them available to the applicant/agent to seek resolution of concerns. Material which forms part of an application and on which the final decision is based must also be available for public inspection.

Reporting inaccuracies

All of the information we use comes directly from our planning and building application database which is updated on a daily bass.

While we make every effort to ensure that the information shown online is accurate and up-to-date we can not guarantee it and some data sets, particularly constraints, are incomplete. New information is normally available online within 5 working days of submission.

If you find a document is missing and it is more than 5 working days since submission to us or you find that a document has been allocated to the wrong application please help us maintain accuracy by emailing the details to DevelopmentManagement@pkc.gov.uk or alternatively telephone 01738 475300.
