Blairgowrie Conservation Area

Why have we designated a conservation area in Blairgowrie?

All Councils are required to identify areas of special architectural or historic interest and designate these as conservation areas.

The draft Eastern Area Local Plan 2005 contains the proposal to designate a conservation area in Blairgowrie.

We have produced a draft conservation area appraisal which identifies what makes the proposed area of Blairgowrie special and worthy of protection.

What is Conservation Area Appraisal?

A Conservation Area Appraisal is a management tool which helps to identify the special character and changing needs of an area. It serves as supplementary planning guidance to the Local Plan and assists development management.

If a conservation area's special character has been clearly defined and published in an appraisal then this definition can be used to guide the form and design of new development and will assist those proposing to invest in the area.

What did the designation process involve?

We consulted the public, local community groups and national bodies on the draft Blairgowrie Conservation Area Appraisal during June and July 2007, including a public exhibition in the town from 19-22 June.

We collected and considered the responses and amended the draft conservation area appraisal and the draft boundary to take account of these views.  A summary of the consultation responses and how these have been taken into account is available to download.

The final draft appraisal, boundary and Article 4 Direction were approved at the Council's Enterprise and Infrastructure committee on 24 October 2007.  The conservation area is formally designated by advertisement in the local and national press and notification to Scottish Ministers on 9 November 2007, to accord with the requirements of the Planning (Listed Building and Conservation Areas) (Scotland) Act 1997.

Once this is formalised the draft Article 4 Direction will be reported to Scottish Ministers for approval.

The finalised conservation area appraisal, including the amended boundary and Article 4 Direction, can be viewed at Blairgowrie Library, 46 Leslie Street, Blairgowrie and can be downloaded from this web page.
