Carbon Management Plan
What is the Carbon Management Programme?
Through the Local Authority Carbon Management Programme (LACM),
the Carbon Trust provides councils with technical and change
management support and guidance to help them realise carbon
emissions savings. The primary focus of the work is to reduce
emissions under the control of the local authority such as
buildings, vehicle fleets, street lighting and landfill sites.
Participating councils benefit from consultant support in the
form of workshops and limited dedicated support tailored around the
5 Step process. This process guides authorities through a
systematic analysis of their carbon footprint, the value at stake
and the opportunities available to help them manage carbon
emissions in a strategic manner.
