Anti-Social Noise Team

Perth & Kinross Council has launched an anti-social noise service which aims to tackle the problem of excessive neighbour noise. Funding for the new service, which began on Monday 12 June, has been received from the Scottish Executive to allow it to run initially until March 2008.
A new team of Anti-social Noise Officers are available to investigate any noise produced in a residential property or its garden area that can be heard in a room of another residential property, normally a living room or a bedroom, which is causing nuisance.
The sound level will be measured and compared to the permitted levels. If these levels are exceeded, formal powers exist to serve warning notices. If these are not complied with fixed penalty notices can then be issued.
For the first month the new service advised and educating the public. However, any blatant disregard for such advice may lead to formal action. The new service started to use all of their available enforcement options from 10 July 2006. Enforcement will only be used when mediation and education efforts fail to resolve any problems.
This new service will cover the whole of the Council area and will be operated in partnership with the Police. Anti-social Noise Officers will operate between 4.00 pm and 2.00 am every day.
