Introduction to Regeneration Outcome Agreement
A new fund was announced in 2004 - the Community Regeneration Fund. The purpose of this fund is to bring improvements to Scotland's most deprived areas, regenerating the most disadvantaged neighbourhoods and improving the quality of life of people living there.
To release this funding, each Community Planning Partnership had to produce a Regeneration Outcome Agreement . The Regeneration Outcome Agreement provides the strategic and operational framework for the ongoing planning and delivery of services, to achieve better and additional outcomes for disadvantaged communities. Perth and Kinross Community Planning Partnership's Regeneration Outcome Agreement was published in July 2005. It is possible to download a copy of the Agreement, updated in May 2006.
Deprivation in Perth and Kinross
So where is this funding to be targeted in Perth and Kinross? It will be spent in the areas of Muirton, Fairfield, Letham/Hillyland in North Perth, and Rattray, near Blairgowrie. The reasons for this are explained below.
The fund is targeted for use within the most deprived 15% of Scotland's 'data zones'. Data zones are small areas containing on average 750 people. The Scottish Index of Multiple Deprivation provides a relative ranking of these data zones allowing the most deprived areas to be identified. According to the SIMD06, 4 geographical areas in Perth and Kinross are within the 15% most deprived data zones in Scotland: Muirton, Fairfield, Letham/Hillyland and Rattray.
