Carbon Management Plan

What is the Carbon Management Programme?

Through the Local Authority Carbon Management Programme (LACM), the Carbon Trust provides councils with technical and change management support and guidance to help them realise carbon emissions savings. The primary focus of the work is to reduce emissions under the control of the local authority such as buildings, vehicle fleets, street lighting and landfill sites.

Participating councils benefit from consultant support in the form of workshops and limited dedicated support tailored around the 5 Step process. This process guides authorities through a systematic analysis of their carbon footprint, the value at stake and the opportunities available to help them manage carbon emissions in a strategic manner.

What have you done?

We are currently preparing the Perth & Kinross Carbon Management Strategy and Implementation Plan and as part of that process we are undertaking Strategic Environmental Assessment (SEA) of the plan. 

What does that involve?

We submitted a 'screening report' to the SEA consultation authorities (SNH, SEPA, Historic Scotland) and as a result of the responses received we have made the determination that we need to prepare an Environmental Report. The screening determination was submitted to the SEA Gateway on 20 April 2007.

What happens next?

Before we can prepare the Environmental Report we have to prepare a 'scoping report' to determine what the report will cover and in what detail. That document will be published in the near future.
