The Kerbside Recycling Service and Bins

Doesn’t the Council have to collect my bin every
week by law?
The Council has a duty to make arrangements to collect household
waste. The law does not specify how these arrangements must be
made. Each household continues to receive a weekly collection
although the materials that are collected will be segregated and a
different material collected each week. One week will be
general waste (green-lidded bin) and the next week, dry
recyclables (blue-lidded bin) and garden and food waste
(brown-lidded bin).
What bins am I entitled to?
Where appropriate households are entitled to:
- One green-lidded general waste bin (240 litres),
- One blue-lidded kerbside recycling bin (240 litres)
- One brown-lidded garden and food waste bin (240 litres)
It is possible to order a second blue-lidded bin. Unless you
have special circumstances, you will not be permitted to a second
green-lidded (general waste) bin. Please contact the Customer

All wheeled bins remain the property of Perth & Kinross
Council.
Can I carry on using the present weekly collection system if I
don't want to separate my waste for recycling?
Not if your area is part of the Kerbside
Recycling Service. If you decide to opt-out of the recycling system
then your general waste bin will still be collected once every
other week and no extra capacity will be offered. Please note, in
line with our
Waste and Recycling Policy, side waste and over-filled
bins are not accepted.
Do I need a blue-lidded bin if I don’t produce much
waste for recycling?
It doesn’t matter if you do not produce a lot of cans,
cardboard, plastic or paper. You can put your blue-lidded bin out
monthly, or even less frequently, if you wish. Every
household that participates in the scheme is helping to meet the
recycling targets and reducing their impact on the environment.
Why do I need a brown-lidded bin if I don’t have a
garden?
Even if you have no garden waste you will still be able to
collect food waste that can be collected in your kitchen
caddy.
Can I put non-recyclable waste in my blue-lidded bin? Surely it
can be sorted out later?
Residents should only put the materials stated in the
literature provided in the blue-lidded bin. Our contract with the
reprocessors of the materials states a maximum amount of
contamination that they will accept. If contamination exceeds this,
they may reject an entire lorry load of recyclables.
Any contamination in your blue-lidded bin may
therefore cause the bin to be rejected at the kerbside and
will not be uplifted. Contamination hangers will be issued to state
what the problem is and residents will be expected to rectify the
problem. Three instances of contaminated bins may result in
the bin being removed.
I don’t have a wheeled bin, I use pink sacks; how will I
be affected by the change in the service?
The Council aims to get as many properties as possible that are
currently on pink sacks for domestic waste onto wheeled bins. This
will be dealt on a case by case basis. If however your property is
not suitable for a wheeled bin collection you will remain on the
pink sack collection route.
The Council will also be taking steps to address communal
properties and properties that cannot accommodate a three bin
system and these types of property will be assessed on an
individual basis. If the three bin system is not suitable then
alternative arrangements will be considered to facilitate recycling
in these areas e.g. on street recycling facilities or roaming skips
for rural areas.
What about the blue-lidded wheeled bins and paper collection
containers at Recycling Points?
All paper Recycling Points will remain solely for the collection
of paper.
I have a communal bin, how does the change in the service
affect me?
Communal bins should be used in the same manner as before until
such time that you receive instruction that the new service is
coming to your area.
Communal bins may be available for dry mixed recyclates. Capacity
will be determined on a case by case basis dependent on number of
properties being served.
Where do I need to present my recycling bin on collection day?
Please present your recycling bin for 7.30am at the same place
as you would present your general waste bin, usually at the
kerbside or other suitable location as previously agreed.
How do I know which bin to present?
Each household should have
received collection calendars that confirm what day each
bin should be presented. If you do not have a calendar, please
contact the Customer Service Centre on 01738 476476 to request one.
Please have your postcode ready.
What happens if my bin goes missing?
If your bin goes missing, please report to the Customer Service
Centre on 01738 476476. Although the bins remain the property of
Perth & Kinross Council, residents may write their house name
or number on to identify them.
What am I expected to do if my wheeled bin gets full
before collection day?
Around 50% of all household waste can be recycled or composted.
Previously one bin was was presented each week, containing all
waste and under the new service, two or three bins are presented
fortnigtly, therefore the capacity for waste in bins has not
changed, the contents have merely been segregated. In
addition, additional waste and recycling may be taken to your
nearest Recycling Centre or Recycling Point.
